Add sugar and cardamom powder, continue stirring until all moisture is absorbed, and the halwa forms a single lump and becomes non-sticky.
Turn off the heat.
In a small pan, heat ghee and add raisins and pistachios.
Fry the dry fruits until fragrant.
Pour the fried dry fruits and ghee over the halwa and mix well.
Serve hot as a dessert.
