Cook rice in plain water until very soft, without adding oil or salt.

Drain the cooked rice and place it in a mixing bowl.
Add sugar, butter, evaporated milk, sweetened condensed milk, whipped eggs, lemon extract or zest, grated nutmeg, and cinnamon to the bowl.
If desired, add raisins.
Stir all ingredients together until the butter is melted and everything is well combined.

Pour the rice mixture into the prepared pan, ensuring it is about 2 inches deep.
Bake for approximately 60 minutes, or until a knife inserted into the center comes out clean.
