Cook onions over low heat until soft and dry.
Pour in reserved oil.
Add green pepper strips and cook until soft.
Add green pepper puree and bring to a boil, stirring.
Return beef and accumulated liquid to the skillet.
Coat beef evenly in sauce.
Reduce heat to low, cover partially, and simmer for 6-8 minutes, or until beef is cooked.
