Brown ground beef in a skillet and drain excess fat.
Add taco seasoning to the cooked ground beef according to package directions (omit water).
Stir in diced tomatoes and refried beans.
Mix well until combined.
In a 13x9 inch baking pan, spread a layer of about 1-2 cups of the beef mixture on the bottom.
Drizzle 1/4 of the salsa over the beef mixture.
Sprinkle 1 cup of shredded Monterey Jack cheese over the salsa.
Scatter 1 cup of frozen corn kernels over the cheese.
Sprinkle 1/3 of the chopped green onions over the corn.
Scatter 1/4 of the chopped banana peppers over the onions.
Sprinkle 1/4 of the crushed taco shells over the peppers.
Place 2.5 flour tortillas on top of the layered ingredients, covering the pan.
Repeat the layering process, starting with the beef mixture, and continue layering ingredients as before.
Create two more layers, ending with flour tortillas on the top layer.
On the final tortilla layer, spread the remaining salsa, crushed taco shells, peppers, and cheese.
Place the baking pan on a cookie sheet to catch any spills.
Bake in the preheated oven for about 20 minutes, or until the cheese is melted and bubbly.
Remove from the oven and let cool slightly.
Slice into squares and serve with sour cream and extra salsa.
