Chop paneer into cubes.
Heat 2 tablespoons of oil in a pan.
Fry paneer until brown on each side and set aside.
Add the remaining oil to the pan.
Add sugar and let it melt and caramelize.
Add chopped onion, red pepper, green chilies, ginger, and garlic to the pan.
Fry for 2 minutes.
Add ketchup, tomato puree, soy sauce, salt, and pepper.
Mix well.
Add the fried paneer back to the pan.
Fry for 2 minutes more, sprinkling a little water if needed to mix everything together.
Garnish with cilantro and serve hot.
