Heat oil in a deep frying pan to medium heat.
In a large bowl, combine flour, baking powder, salt, and powdered sugar.
In a medium bowl, combine melted butter and lightly beaten eggs.
In a measuring cup, measure milk and add vanilla essence.
Mix the butter and egg mixture into the flour mixture until it becomes crumbly.
Gradually add the milk mixture, kneading until the dough is pliable.
Adjust the dough by adding more milk if too dry or more flour if too sticky.
Cover the dough to prevent it from drying.
Take a small portion of dough (about the size of a ping pong ball) and roll it into a rope about 1/2 inch in diameter.
Cut the rope into small balls.
Flatten each ball on a comb or fork and roll it to create a spiral shape.
Place the shaped kul-kuls onto plates or trays.
Fry the kul-kuls in the hot oil in batches until golden brown and crisp, stirring with a spatula.
Reduce heat if the oil starts to froth.
Remove fried kul-kuls and place them on a bowl lined with paper towels to drain.
Allow the kul-kuls to cool completely.
