Peel and grate the potatoes.
Finely chop the spring onion (both bulb and greens) and green bell pepper.
In a mixing bowl, combine the grated potatoes, chopped spring onion, and chopped green bell pepper.
Add salt to taste and squeeze out excess water from the mixture.
Add whole wheat flour (or maida) and rice flour to bind the mixture.
Add red chili powder and mix well.
Take 2 tablespoons of the mixture and shape them into tikkis using your palms.
Place the tikkis on a baking tray lined with parchment paper.
Preheat the oven to 220 degrees Celsius (428 degrees Fahrenheit).
Lightly brush the tikkis with sunflower oil.
Bake for 10-20 minutes, or until golden brown and crisp.
Serve the baked Aloo Tikki hot with Dhaniya Pudina Chutney and tomato ketchup.
