Soak brown rice in 2.5 cups of water for 30 minutes.
Heat oil in a pressure cooker.
Add garlic and cook for 30 seconds.
Add finely chopped onions and cook until golden brown.
Add brown rice, water, red chilli flakes, oregano, rosemary, salt and mix well.
Close the pressure cooker and cook until 3 whistles.
Reduce heat to low and simmer for 5 minutes, then turn off the heat.
Let the pressure release naturally.
Open the cooker, mix the rice and serve.
