Preheat oven to 350 degrees Fahrenheit.
Cook ground beef, finely chopped onion, minced fresh garlic, and chopped bell pepper in a skillet until beef is no longer pink.
Drain excess fat from the skillet.
Season the beef mixture with seasoning salt and black pepper.
Stir in water, taco sauce, diced green chilies, half of the sliced olives, and taco seasoning mix into the beef mixture.
Cook over low heat for 6-8 minutes, stirring occasionally.
Grease a 13x9 inch baking pan.
Layer half of the broken taco shells or tortilla pieces on the bottom of the prepared pan.
Cover the shells with half of the meat sauce.
Sprinkle 2 cups of shredded cheddar cheese over the meat sauce.
Repeat layers with remaining broken shells, meat sauce, and remaining cheese.
Bake for 20 minutes, or until bubbly and cheese is melted.
If desired, sprinkle the remaining cheese on top during the last 10 minutes of baking to prevent it from hardening.
Remove from oven and let cool slightly.
Sprinkle with remaining olives, diced tomatoes, and sliced green onions.
Serve hot with bottled salsa sauce drizzled on top, if desired.
