Combine sliced potatoes and milk in a large thick-bottomed pan over high heat.
Bring to a boil, then reduce heat to low.
Cover and cook for about 3 minutes, or until potatoes are just tender.
Drain potatoes in a large strainer, reserving the starchy milk.
Add around 1/2 cup milk to the starchy milk to increase its quantity.
Grease a 4" inch baking tray with softened butter and garlic.
Arrange potato slices in the baking dish and season with salt and pepper.
Sprinkle corn kernels and chopped tomatoes all over the potatoes.
Dot with remaining butter and pour the reserved cooking milk and cream on it.
Sprinkle cheese, oregano, and chili flakes over the top.
Place the Potato Gratin in a preheated oven at 160°C (320°F) and bake for 25-30 minutes.
Bake until the crust is browned and golden, and the gratin is well set.
