Prepare all ingredients: Wash and chop lettuce, cook and drain rice vermicelli, shred carrots, and prepare herbs.
Cook pork or shrimp as per recipe.
Prepare dipping sauce by combining fish sauce, sugar, ginger, chili-garlic paste, and water.
Adjust seasoning of dipping sauce with salt and pepper to taste.
Dip a sheet of rice paper partially into hot water for a few seconds to soften.
Flip the rice paper and dip remaining section, then lay on a damp towel.
On the bottom third of the softened rice paper, spread lettuce, noodles, carrots, herbs, and pork or shrimp.
Fold up the bottom edge to cover the filling.
Fold in the sides.
Roll tightly to form a roll.
Repeat with remaining ingredients.
Serve rolls immediately, or refrigerate lightly covered for up to 2 hours.
Cut each roll into 2 or 3 pieces before serving with dipping sauce and lime wedges.
