Chop onions and fry in a small amount of oil until golden brown.
Add 1 tablespoon of turmeric and stir.
Add ground meat, salt, and another tablespoon of turmeric; stir until the meat is nearly fried.
Add 1 teaspoon of tomato paste and salt.
Add chopped cabbage and stir until the cabbage color begins to change.
Add cinnamon, ginger (inferred), and caraway; stir until combined.
Add 1/2 cup of water, cover, and cook over medium heat for 15-20 minutes, or until the cabbage is tender.
Wash rice and add 500 ml of water with a small amount of salt and 1/2 spoon of cooking oil; cook uncovered over medium heat.
When the rice is half-cooked, rinse it.
Pour 1/2 spoon of oil in a saucepan, add some rice, then add a layer of the cabbage and meat mixture.
Repeat the rice and cabbage/meat layers, ending with a rice layer.
Cover the saucepan and cook on low heat for about 40 minutes.
