While the syrup/water is heating, whisk flour, baking powder, and salt in a bowl.

Grate frozen butter on large holes of a box grater into the flour mixture.
Toss the grated butter with the flour to coat.
Add milk to the butter-flour mixture and stir with a fork until a dough forms.
Once the syrup mixture reaches a boil, use a spoon to drop large clumps of dough into the syrup.
Cover the pot and simmer until the dumplings are cooked through, approximately 10-15 minutes.
Spoon dumplings and sauce into 6 bowls.
Serve immediately.
