Combine oyster sauce, soy sauce, and cilantro in a small bowl and set aside.
Pat the shrimp dry with paper towels.
In a medium bowl, add shrimp and cornstarch and toss to coat.
Heat half of the cooking oil in a wok or large saute pan over high heat.
Add the shrimp in a single layer and cook until one side is seared brown, about 1 minute.
Flip and sear the other side of each shrimp, about one more minute. Remove to a plate or bowl.
Reduce the heat to medium and let the wok cool slightly.
Add the remaining cooking oil, green onion, garlic, and ginger and stir fry for 1 minute until fragrant.
Pour in the sauce mixture and add the shrimp back into the pan.
Stir fry for another minute until shrimp is cooked through.
Serve immediately.
