Drain water from the canned fava beans and rinse them thoroughly.
Place the rinsed fava beans in a pot and bring to a boil on the stove top.
While the beans are boiling, chop the garlic cloves and jalapeno (if using).
Place the chopped garlic and jalapeno in a bowl and mash them together into a paste.
Once the beans have boiled, drain them and add them to the bowl with the garlic and jalapeno paste.
Mash the beans, garlic, and jalapeno together until you get a thick paste.
Add lemon juice and tahini to the bean paste and mix well.
Gradually add water, mixing continuously, until the mixture reaches a good consistency (not too thick, not too watery).
Add salt to taste and stir in the chopped fresh parsley (if using).
Transfer the foul to a serving plate.
Drizzle olive oil on top of the foul.
