In a mixing bowl, combine flour, powdered sugar, honey, and vanilla extract.
Add butter gradually and knead to form a dough.
Do not add water.
Refrigerate the dough for 20 minutes.
Remove from the refrigerator and shape the dough into 8 small balls, then flatten them.
Place chocolate chips on top of each cookie and gently press them into the dough.
Preheat oven to 180 degrees Celsius (350 degrees Fahrenheit) for 10 minutes.
Grease an aluminium tray with butter.
Place the cookies on the tray at equal intervals.
Bake in the preheated oven for 10-12 minutes, or until golden brown.
Allow the cookies to cool completely before transferring to airtight containers.
