Brown ground beef with onion, celery, bell pepper, and Worcestershire sauce in a skillet over medium heat.
Cut cabbage into medium-sized pieces.
Boil the cabbage until slightly tender.
Add water to the bottom of a crockpot.
Add the boiled cabbage to the crockpot.
Sprinkle uncooked instant rice over the cabbage.
Add the browned beef mixture to the crockpot.

Cook on high for an additional 30 minutes, or until the cheese is melted.
