Preheat the oven to 325°F.
Slice the pork belly into 1-inch-thick slices.
In a medium bowl, combine water, red wine vinegar, sugar, soy sauce, ginger, chiles, peppercorns, star anise, and garlic.
Place pork belly slices in a cake pan and pour marinade over them.
Cover with aluminum foil and cook in the oven for 1 hour.
Remove the foil and raise the oven temperature to 350°F.
Cook for about another 40 minutes, stirring every 8 to 10 minutes.
Continue to cook and stir until the pork has a reddish color.
Remove the pork belly and place them into hot dog buns.
Garnish with hoisin and chile sauce, scallions, and cilantro.
Serve immediately.
