Line muffin pans with cupcake liners.
Sift together flour, salt, and baking powder in a large mixing bowl.
Set aside the dry ingredients.
In the same bowl, add green bell pepper, egg, olive oil, pizza sauce, oregano, and basil leaves (except the cheese).
Using a hand mixer, combine all ingredients until just combined.
Do not overbeat the batter.
Spoon the muffin batter into the muffin cavities, filling them about 3/4 full.
Bake for 20 minutes.
Remove from the oven and sprinkle cheese on top of each muffin.
Return to the oven and bake until the cheese is melted and bubbly.
Once done, remove from the oven and let cool for 15 minutes before serving.
