Wash and soak rice for 30 minutes; drain.
Heat oil in a saucepan.
Add onions and whole spices, cook until golden brown.
Boil 4 cups of water in a separate saucepan.

Cook until tomatoes are soft and mushy.
Add remaining spices and veggies, cook for a minute.
Add hot water to the veggies.
Add soaked rice, cover with lid.
Cook until rice is 3/4 cooked.
Reduce heat to low.
Cook until rice is almost done.
Serve hot with raita.
